In democratic countries, the ruling class in politics has to secure its support in elections.

It must keep the voters satisfied to stay in power after next elections.

It must also keep up relationships with business leaders, as election campaigns are expensive.

The ruling class in totalitarian countries must also keep people satisfied, at least to some extent.

Because dissatisfied people are prone to jump into the agitators bandwagon.
